The AdaPT program is designed to financially support the activities relating to "Adapting to Climate Change" in Portugal. Its development was guided by the terms set out in the Memorandum of Understanding between Portugal, Norway, Iceland and Liechtenstein under the Financial Mechanism of the European Economic Area (EEA FM / EEA-Grants). The program was informed by the needs and contributions of the coordination group of ENAAC[1], the National Strategy for Adaptation to Climate Change.

 

The program proposal was submitted by the National Focal Point to the authorities of donor countries in November 2012 and is due for approval during the 1st quarter of 2013.

 

The project proposed areas will strongly contribute to the expected results of the program: increasing capacity to assess vulnerability to climate change and to raise awareness and education on climate change.

 

On this basis, four project areas were proposed, which will be submitted to a call, with the exception of predefined project:

About AdaPT

The tenders launched in this area resulted in the financing of 8 projects adaptation to climate change. (See more information in the Project Areas).

 

After completion of the program, the strategy will also create a solid basis for further customization work in Portugal.The program operator is the Portuguese Environmental Agency (APA) as manager of the Portuguese Carbon Fund (PCF), the financial instrument created by the Portuguese government to support climate policy. The partner of the donor program is the Direktoratet para Samfunnssikkerhet og Beredskap (DSB), Norwegian agency responsible for the areas of civil protection and climate change.

 

The total budget for ADAPT is € 3,529,412 (€ 3,000,000 EEA FM + € 529,412 FPC).

This is a project aimed at building the capacity of local administration of agents (municipalities and municipal companies) for the development of Local Strategies for Adaptation to Climate Change

It is a project that aims to integrate and complement the environmental education in the field of climate change mitigation and adaptation in the areas in pilot schools. One of the project components will be a premium (funding) for the best project implementation measures related to climate change in schools.

It consists of selecting 4 to 10 support projects development studies or implementation measures (pilot or demonstration) identified as relevant in the context of sectoral groups ENAAC.

This project aims to give easy access by the general public and the other project promoters, the systematized information about climate scenarios of regional nature, including the data processing of the 5th IPCC Assessment.
